To amend 3.2.4.2.2:3.2.4.2.2: The racket control test shall normally be carried out before the match, with after the match testing at random only where the player does not submit the racket for a before match test and when selected for an after match test by the referee. but from the quarter - finals on, racket control tests should be carried out before all the matches of individual events and selected individual matches in all team matches.
Effective date: 1 January 2014
Rationale:
1. ITTF decides the maximum value of bounce for pimples-in rubber, and that value will be set as a regualation (rational maximum value will be decided by major pimples-in rubber in the market).
2. When Table tennis manufacturers apply for approval of rubbers to the ITTF, they present pimples-in rubbers which are bonded sheet and sponge together.
ITTF approves these rubbers which show the maximum value within the set limit.
3. ITTF also approves the equipment which is used for measurement purposes. The equipment should be compact, possible to carry and not expensive.
4. ITTF adds new rules to ensure that:
4.1 All losers who finish matches after quarter finals, also both players who play the final match should peel their rubber from blades in front of and pass rubbers to the umpire when they finish all matches.
Only pimples-in rubbers should be
peeled. The umpire measures the bounce of those rubbers using above approval equipment.
4.2 If the rubber is measured over the limit, that player will be punished.
4.3 The Referee may choose players to be tested at random after players finish all matches and measure same way as above. If the rubber is measured over the limit, the player will be punished.
5. We can also measure flatness of blade.
6. For developing and setting the bounce measurement equipment, ITTF should approve the equipment, examine the bounce of pimples-in rubber using that equipment, and decide the maximum value by the end of September 2013.
On 1 October 2013, ITTF President will announce the maximum value and approved measurement equipment. Approved rules will be effective from January 2014 and approved equipment will be used for test at International events.

Peeling off a rubber may easily damage the sponge these days, especially the cake sponge.
It would be a horrible news for Tenergy users and all those high skill players who made it to the finals...
this is totally ridiculous...
again, it is good for all the equipment manufacturer...
